Building a Campaign Team for a Senate Race
A Senate campaign needs a campaign manager, a treasurer, a coordinator for each constituency with ward coordinators beneath them, a small data and communications desk, and a chain of polling agents that reaches every stream in the county. The race covers as much ground as a governor's, usually on far less money, so the structure has to be lean and the people in it good. Senate nominations at the IEBC run from 29 May to 2 June 2027.
Why a Senate race is its own problem
A senator is elected across the whole county, the same ground a governor covers. In Nairobi that is 17 constituencies and 85 wards. Kakamega has 12 constituencies and Nakuru 11. Yet the job itself is mostly oversight, as our explainer on what a senator does sets out, and voters often make up their minds about it late, alongside the governor vote.
Starting points differ a lot. Mombasa has an incumbent defending. The seats in Kakamega and Kisumu are open, and in Nairobi the incumbent may run for something else.
The core team
Five jobs sit at the centre:
- a campaign manager, who runs the calendar, chairs the Monday meeting and decides when the candidate cannot;
- a treasurer, who holds the campaign bank account and the contribution register;
- a field director, who owns the constituency coordinators and the agent chain;
- a data lead, who keeps the voter register extracts, the 2022 results by station, the supporter database and the weekly numbers;
- a communications lead for media, social accounts and the candidate's message discipline.
The treasurer matters more than most candidates think. The Election Campaign Financing Regulations, 2026, gazetted on 7 August 2026, limit any single source to 20 per cent of allowed contributions and require records to be kept, and the treasurer is the one who has to say no.
In a small campaign one person may do two of these jobs. The treasurer should never be combined with anyone who spends money.
The field structure
Under the field director, appoint one coordinator for each constituency and, under each of them, one for each ward. A ward coordinator should know every polling station in the ward and hold a list of supporters by station.
Check coordinators every week against the same few numbers: contacts made, volunteers active, events held. Our guide on what a ward coordinator should be measured on sets out the list.
One candidate cannot knock on doors across a whole county. Two hundred volunteers organised by ward can get a long way.
Sharing with a governor ticket
Most Senate candidates share events, and sometimes agents, with a governor candidate from the same party or coalition. It saves money. The risk is that when the governor campaign's agents fail, yours fail with them, so keep your own chief agent and your own list of stream agents.
The agent chain
The Senate result is recorded on Form 38A at each polling station and then aggregated at the constituency and county. Your agents need to be at every stream to sign the forms and photograph them. Our explainer on Form 38 explains why the Senate count is often the one that runs out of watchers late at night.
Parties name chief agents by 27 July 2027. Finding and training the people takes much longer than that, so start recruiting early.
Legal and compliance
Give one person, ideally a lawyer, the job of tracking the party nomination rules, your clearance certificates, the Electoral Code of Conduct and the campaign-finance reports. The IEBC's chairperson said on 20 August 2026 that campaigning before 29 May 2027 is prohibited. A Senate campaign has a lot of moving parts and is easy to catch out.
What to avoid
A Senate campaign built on rallies alone burns money, and a big crowd in the county headquarters tells you nothing about turnout in the far constituencies. Hiring a coordinator for a constituency you have never visited is another common mistake. And building the team only after the party primary leaves almost no time: primaries end in early May 2027, about three weeks before nominations.
