Your Party's Membership List Is the Real Party. March and April 2027 Explained.

There is a document that decides more Kenyan primaries than any speech ever has, and almost nobody outside party headquarters has seen one.

It is the membership list. Parties submit theirs for certification by the Registrar of Political Parties in March 2027, and the certified lists reach the IEBC by 12 April 2027.

Whoever is on that list is the party. Everybody else is a supporter, which is a different and much less useful thing.

Why the list decides primaries

In a direct primary, only members vote.

So a ward aspirant with two thousand enthusiastic supporters and four hundred registered party members loses to an aspirant with eight hundred supporters who are all members. This happens every cycle, in every party, and the losing side calls it rigging when it is usually just arithmetic.

The list also decides who can be nominated. You cannot be your party's candidate if the Registrar's record does not show you as its member.

The two ways people get this wrong

They assume being a supporter is being a member. Attending rallies, wearing the shirt, being in the WhatsApp group and telling everyone you are UDA or ODM or DCP has no legal effect whatsoever. Membership is a record held by the party and reflected with the Registrar.

They register people badly. A membership record with a wrong ID number, a transposed digit, or a name that does not match the national register can be struck out at certification. Your two hundred new members become a hundred and forty, and you find out in March 2027 when there is nothing to be done about it.

What a serious aspirant does between now and February

Treat member recruitment as a data operation, not an enthusiasm exercise.

Recruit deliberately, by ward. Set a target per ward derived from the number of members you would need to win a direct primary there. That is a number, and it should be written down.

Capture details accurately at the point of signing. Full name exactly as on the ID, ID number, phone, ward. Verified once, at the door, by the person signing them up — not typed later from a paper list somebody carried around in a matatu.

De-duplicate continuously. The same person signed up three times by three different volunteers is a data problem that becomes a credibility problem when the Registrar strikes them.

Keep your own copy. This is the part people skip. If your only record of who you recruited is the party's, then you cannot check the party's list against anything, and you cannot take those people with you if you change party.

This is exactly the kind of unglamorous, high-volume, accuracy-critical work that decides Kenyan primaries and that nobody can do on paper across forty wards. It is why BallotWinners records every supporter you recruit against a ward and a recruiter, so that "how many members have we actually signed in Kaloleni" is a number on a screen rather than an argument in a meeting.

The calendar, working backwards

By Do
Oct–Dec 2026 Recruit and record. Highest-volume period; you have no competition for volunteers yet.
Jan 2027 Reconcile your list with the party's. Fix errors while there is time.
Feb 2027 Final recruitment push; last chance for corrections.
16–23 Mar 2027 Party submits, Registrar certifies. Nothing you do now matters.
12 Apr 2027 Certified list reaches the IEBC.

And a warning about the party's own numbers

Several Kenyan parties have announced ambitious membership targets for this cycle — Wiper Patriotic Front has spoken about growing from around one million members to three or four million.

Announced targets and certifiable lists are different things. Ask your party what its certified membership number was at the last certification, not what its claimed number is now. The gap between the two is where primaries get decided.

Frequently Asked Questions

When are party membership lists due in Kenya for the 2027 election?

Parties submit membership lists in mid-March 2027 and the Registrar of Political Parties certifies them by 23 March 2027. Certified lists must reach the IEBC by 12 April 2027.

Do you have to be a party member to vote in a Kenyan primary?

In a direct primary, yes — only registered members of the party may vote. Supporters who have never formally registered as members cannot participate, which is why membership recruitment often decides primaries.

Can a party membership record be rejected?

Yes. Records with incorrect ID numbers or names that do not match the national register can be struck out at certification, which is why details should be captured accurately at the point of signing rather than transcribed later.
