A 2027 Campaign Budget That Survives an IEBC Audit
Updated 2 October 2026.
The campaign finance framework the IEBC gazetted on 7 August 2026 covers far more than spending ceilings. It sets rules on contributions, expenditure, record-keeping, disclosure, reporting, auditing, monitoring, compliance and enforcement.
Read that list again. Most of it is about paperwork, not amounts.
So the practical question for a candidate is "can I produce a coherent account of what I spent and where it came from". In a small ward, "will I exceed my ceiling" is a fair question too. Half the 1,450 ward ceilings in Gazette Notice No. 12251 are below about Sh5 million, and the lowest, Shella in Lamu, is Sh3,486,686.
What a defensible record looks like
Every disbursement should carry six things:
| Field | Why |
|---|---|
| Date | Obvious, routinely missing |
| Amount | In shillings, not "about" |
| Purpose | "Agent transport, Kaloleni ward" — not "facilitation" |
| Where | The ward, event or coordinator it served |
| Who approved it | A name, recorded before the money moved |
| Receipt | A photograph is fine; nothing is not |
Six fields. If they are captured at the moment of spending by the person spending, the books are complete continuously. If they are reconstructed in July 2027 from bank statements and memory, they are a story.
A bank statement tells you money left an account. It does not tell you what it was for. The IEBC's requirement is about the second thing.
The account is the spine
All campaign money must move through the designated campaign bank account. Contributions, donations and personal capital injections are deposited there before being disbursed.
Two consequences people underestimate:
In-kind support is still support. A donated venue, printing at cost, fuel from a supporter's station. These are contributions with a value. If your records show nothing where a value existed, you have a gap you did not know about.
Cash that never touches the account is the problem, whether or not anything improper happened. The absence of a record is what looks bad, not the amount.
The categories to budget in
Structure the budget so that reporting is a by-product rather than a project.
- Personnel — coordinators, agents, drivers. The largest line, and the one that concentrates on a single day.
- Movement — fuel, boda, matatu. Highest transaction count, smallest individual amounts, biggest leakage risk.
- Materials — print, branding.
- Events — venue, PA, chairs, refreshments.
- Compliance — nomination fees, legal, accounting.
- Technology — whatever you use to run the campaign.
Then track actual against budget by ward, not only in total. A campaign that is on budget nationally and 300 per cent over in three wards has a problem it cannot see from the total.
Why the real audience is not the IEBC
Be realistic about enforcement. Kenya has had campaign finance rules before and enforcement has been frustrated by legal challenges, delays and institutional weakness. Analysts including Brookings have written about how unregulated Kenyan campaign finance has been in practice.
So the reason to keep clean books is not that a regulator will certainly audit you.
It is that an election petition will read whatever exists. In a close seat, your opponent's lawyers will seek your records, and a year of undifferentiated cash entries is an invitation. Clean books are cheap insurance against an expensive fight.
And the internal reason, which is bigger
Campaigns lose money to disorganisation, not to fraud, and the losses are routinely larger than anyone admits.
A coordinator spends Sh8,000 on transport and tells you in three weeks. Two people pay for the same tent. Fuel is bought by whoever is at the station. None of this is dishonest and all of it is unrecoverable if it is not recorded when it happens.
Every cost logged against an event, a ward or a coordinator, with a receipt and an approval before it is paid, is what BallotWinners does with spending — and the compliance benefit is genuinely the secondary one. The primary benefit is knowing, in September, that you have already spent 40 per cent of your materials budget.

Frequently Asked Questions
What does Kenya's 2027 campaign finance framework require?
Beyond spending ceilings, it sets rules on campaign contributions and expenditure, record-keeping, disclosure, reporting, auditing, monitoring, compliance and enforcement, and requires all campaign funds to route through a designated campaign bank account.
What should a campaign record for every expense?
Date, amount, specific purpose, the ward or event it served, the name of whoever approved it before the money moved, and a receipt. Captured at the moment of spending rather than reconstructed later.
Does in-kind support need to be recorded?
Yes. Donated venues, discounted printing and donated fuel are contributions with a value, and records that show nothing where value existed create gaps a petition can exploit.
