Eight Opposition Principals Signed a Unity Pact at Windsor

Updated 2 October 2026.

Kenya's opposition principals gathered at the Windsor Hotel in Kiambu County and signed a Personal Unity Pledge and a Coalition Unity Agreement aimed at consolidating their forces for the 2027 General Election.

Present: Kalonzo Musyoka, Martha Karua, Fred Matiang'i, Justin Muturi, Eugene Wamalwa, Peter Munya, Lenny Kivuti and Omingo Magara.

What was actually signed

Two documents doing different work.

A personal pledge — a commitment by individuals to one another. It has no legal force and considerable political weight, because breaking a public personal undertaking is costly.

A coalition unity agreement — the beginning of the formal instrument that would, if completed and deposited with the Registrar of Political Parties before the election, govern how the coalition selects candidates and allocates seats.

That second document is the one that matters, and what it contains has not been made public.

What was not signed

A candidate.

The united opposition said in 2025 that it would name its presidential candidate in the first quarter of 2026. That deadline passed. A unity pact eight months later is a commitment to keep negotiating, which is progress from not negotiating and is not the same as an answer.

Under Kenya's presidential threshold — more than half the national vote plus 25 per cent in more than half the 47 counties — an unresolved candidate question is worth a great deal to the incumbent, and mid-2026 polling has the incumbent at 32 per cent against three opposition figures clustered at 12 and 13.

Why signing is still worth something

Three reasons, none of them trivial.

It raises the cost of defection. A principal who signs a public pledge and then leaves has a harder story to tell.

It creates a forum. Documents require meetings, meetings require an agenda, and an agenda eventually reaches the candidate question.

It signals to down-ballot aspirants that seat arrangements will be negotiated collectively rather than left to whichever party is strongest locally.

That third point is a warning as much as a reassurance, because collective negotiation of seats is how zoning happens.

What a down-ballot aspirant should do this week

Ask, in writing:

Is there a coalition agreement, has it been deposited, and does it cover my seat?

Which party will contest my constituency under it?

Whose nomination rules govern my primary, and when will they be certified?

Those are answerable questions with documentary answers. A party that will not answer them has told you something you need to know before you spend another shilling.

And whatever the answers, build the structure that survives them: named ward coordinators, volunteers with completed tasks, members recruited, an agent named for every polling stream. That is portable across every symbol in the room at Windsor, and it is the only thing that is.

Related: the one-ticket problem.

What has to be in the agreement to matter

A coalition unity agreement is only as useful as what it specifies, and Kenyan coalition documents have historically specified less than partners later claim.

The clauses that do work:

The method and date for selecting the presidential candidate, agreed before anybody knows the outcome.

Named seats each party contests unopposed, which is self-enforcing because it appears on a ballot.

How the agreement is varied, so a partner cannot be written out by a later meeting they did not attend.

Dispute resolution that does not require the goodwill of whoever is winning.

None of that is exotic drafting. Its absence is what turns a coalition into a grievance, and its presence is the difference between a pact and a photograph.
