Form 34A to Form 34C: How a Kenyan Presidential Result Actually Gets Declared

A long queue of voters waiting outside a polling centre in Kenya

A Kenyan presidential result is not a number that appears. It is roughly 55,000 pieces of paper that get added up in stages, and every stage is a place where a campaign either has a record or does not.

The chain

Form 34A — the polling stream. Filled in at the stream after counting. Signed by the presiding officer and by the agents present. This is the primary document. Everything else in the presidential result is derived from these.

Form 34B — the constituency. The returning officer for each of the 290 constituencies aggregates the 34As from every stream in the constituency.

Form 34C — the national tally. The IEBC chairperson aggregates the 290 Form 34Bs and declares the result.

Kenya's courts have been clear about the principle: the 34A is the primary record, and a 34B that does not reconcile with the 34As it claims to summarise is a problem.

The other five ballots

The presidency gets the attention. The same architecture runs down the whole ballot:

Seat Stream form
President Form 34A
Member of Parliament Form 35A
Member of County Assembly Form 36A
Governor Form 37A
Senator Form 38A
County Woman Representative Form 39A

Six papers, six forms, one stream, one night. An agent sitting in a stream watches all six counts.

Where campaigns lose

They only cover the presidential form. A party focused on the top of the ticket collects 34As and lets the MCA candidate fend for themselves — and the MCA race, decided by a few hundred votes, is where the collection would have mattered most.

They collect forms and cannot add them up. Several thousand photographs in a WhatsApp group is not a tally. Somebody has to key them, station by station, against a list of expected streams, and know which ones are still missing.

They cannot see the gaps. This is the fatal one. If you do not know which streams have reported and which have not, you cannot tell the difference between "we are behind" and "four hundred stations have not sent anything".

What a campaign should build

Three capabilities, and they are all buildable now rather than in July 2027.

A complete list of your streams. Every polling station in your area and the number of streams in each. This is public information and most campaigns do not have it in one file.

An agent named against every stream on that list. With the empty ones visible, because the empty ones are your actual problem.

A running total that traces back. When your county figure says a number, somebody should be able to open it and see the constituencies, then the wards, then the streams, then the agent and the photographed form.

That is precisely how BallotWinners is built. Your national total and your share in each of the 47 counties, assembled from the forms your agents send, with every figure openable down to the agent and the form it came from — and every stream with no agent listed for the coordinator who has to fix it.

The realistic expectation

Kenya's results transmission has improved and Kenyan elections still produce disputes about it. In 2027 the IEBC will publish scanned forms to a portal and there will be arguments about what the portal shows and when.

A campaign with its own independent tally from its own agents does not have to win that argument to know its own result. That is the whole point of doing the work.

Frequently Asked Questions

What is Form 34A in a Kenyan election?

Form 34A is the presidential result form completed at each polling stream after counting, signed by the presiding officer and the agents present. It is the primary record from which Form 34B (constituency) and Form 34C (national) are derived.

What forms are used for other Kenyan elective seats?

Form 35A for member of parliament, 36A for member of county assembly, 37A for governor, 38A for senator and 39A for county woman representative, each completed at the polling stream.

Why do campaigns collect result forms themselves?

Because it gives them an independent tally that does not depend on the official transmission portal, and because a figure traceable to a photographed, signed form is defensible in a dispute in a way a message in a group chat is not.
