Martha Karua's 2027 Case, and the Arithmetic Behind It

Martha Karua has been in Kenyan public life since before devolution existed. Minister for Water, then Minister for Justice and Constitutional Affairs under Mwai Kibaki; a running mate in 2022; now leader of the People's Liberation Party.

Her position on 2027 is not ambiguous. Speaking in Mwea in August 2026 she said the need for a woman at the head of the country has come of age and that she is best fitted for the job. She is seeking the united opposition's ticket, and has said Kenyans should have a role in choosing who carries it.

On 25 August 2026 she set out the only condition under which she would work with President Ruto: that he abandon any bid for re-election and accept a single term.

The case

Three things are genuinely distinctive about it.

A record in office that is checkable. Karua's ministerial career is documented and specific. In a field where several candidates are running substantially on regional bases and recent grievance, a legal and constitutional record is a different kind of claim.

Consistency on the constitutional questions. She has been on the same side of the argument about institutional independence for a long time, including when it was inconvenient.

She is the only woman in serious contention for the top of a ticket, in a country whose Parliament has never met the constitutional two-thirds gender threshold in sixteen years of trying. We wrote about the bill that would change how parties nominate in the two-thirds gender rule piece.

The arithmetic

And here is the hard part.

Kenyan presidential polling through 2026 has not placed Karua in the top group. Infotrak's mid-2026 reading listed Ruto at 32 per cent, then Kalonzo, Sifuna and Matiang'i clustered at 12–13. Karua's PLP is a small party by Political Parties Fund allocation, which is distributed on 2022 vote share.

So the route to the ballot runs almost entirely through the united opposition's selection process — a process that has now missed its own self-imposed deadline of the first quarter of 2026, and whose method is itself the thing being argued about.

Karua's stated preference is that Kenyans be involved in the choice. That is both a principled position and, for a candidate polling behind the men in the room, the only method that could plausibly change the outcome. Both things are true at once and it does not diminish the argument to say so.

The security dimension nobody should skip past

Karua was attacked at Mukuru kwa Reuben and condemned it publicly. She has also, at a Kenya Women Parliamentarians meeting in August 2026, challenged women leaders to focus on competence and to treat rivals with respect.

That combination — being physically attacked while campaigning, and calling for a less brutal politics — describes the environment women aspirants actually face in Kenya. The KNCHR spent mid-2026 documenting rising political violence. Women candidates carry a distinct share of it, and it is a documented reason capable people do not run.

What this means for women aspirants below the presidency

The two-thirds gender rule reform being debated would compel parties to field far more women in 2027 than they intend to. If it passes, party nomination boards will be looking, in early 2027, for women candidates with demonstrable ward-level support.

That is a narrow, real opportunity, and it rewards preparation now rather than availability later. A woman aspirant who can show forty named coordinators, a live volunteer roster and a household-contact record is exactly who a nomination board under a gender quota needs to find — and "exactly who they need to find" is a much better position than "willing to stand".
