Which Kenyan Election Result Is Declared First, and Which Takes Longest
Updated 2 October 2026.
Your MCA result will almost always arrive before your presidential one, and the reason is arithmetic rather than intrigue.
Kenya elects six offices on one day: President, Governor, Senator, Woman Representative, MP and MCA. Every one of them is counted in the same polling station, by the same presiding officer, on the same night. What differs is how many stations have to be added together before anybody can declare a winner.
Three declaring officers, three levels
The count starts in one place and the declarations happen in three.
A ward's MCA result and a constituency's MP result are declared by the constituency returning officer, once every station in the relevant area has reported. The Governor, Senator and Woman Representative are county contests, declared by the county returning officer. The presidential result is declared nationally by the chairperson of the IEBC.
One officer per constituency, one per county, one for the country. That structure explains the sequence completely.
Why the smallest contest finishes first
A ward is a handful of polling stations. A county is hundreds.
An MCA result needs the ward's stations and nothing else, so it can be assembled as soon as those forms arrive at the constituency tallying centre. An MP result needs every ward in the constituency. A gubernatorial result needs every constituency in the county. The presidential result needs the entire country, and it cannot be declared until the last constituency has delivered.
There is a second reason, and it is physical. The forms have to travel. A ward's forms reach the constituency tallying centre over short distances, while a county's picture is not complete until the last constituency in it has delivered, and the last constituency is frequently the furthest one.
So the order is not a ranking of importance. It is a ranking of how much addition is required, and the office people care most about is the one that requires the most.
The form chain, in plain terms
Each office has a numbered series of forms: 34 for President, 35 for MP, 36 for MCA, 37 for Governor, 38 for Senator and 39 for Woman Representative.
Within a series, the A form is filled in at the polling station and the B form at the constituency tally. The C form is the declaration at the county tally for the three county seats, and at the national tally for the presidential result. Every number that appears on a B or C form was first written on an A form in a room with agents in it.
That is the single most important thing to understand about Kenyan results. The national picture is not produced nationally. It is assembled from station forms, and a station form that is wrong is wrong all the way up. Related: how the presidential chain works end to end.
What "declared" actually means
A declaration is a formal act by a named officer, not an announcement on television.
The returning officer completes and signs the relevant form, declares the result, and issues a certificate to the winner. Until that happens, everything circulating is a tally rather than a result, however confident it sounds. Related: why the running totals move.
After declaration, a clock starts. Election petitions other than presidential ones are filed within 28 days of the declaration of the result. A presidential petition goes to the Supreme Court within 7 days of declaration and is determined within 14 days.
What this means for how you follow the night
Follow the level, not the headline.
If you care about a ward, the number that matters to you is complete long before the national one, and it is complete at the constituency tallying centre where your agents are standing. If you care about a governor's race, you are waiting on every constituency in the county, so the early constituencies tell you far less than they appear to.
It also means the early national percentages are the least informative numbers on any screen, because the places that report first are simply the places that are easiest to reach.
Set expectations with your team before 10 August 2027 in exactly those terms. Write down which officer declares each of your six results, and where that officer sits. Put a named person at each of those places with a copy of every station form you hold, so that when a declaration is made you can check it against your own paper within minutes rather than arguing about it for weeks.
Frequently Asked Questions
Who declares each election result in Kenya?
The constituency returning officer declares the MP result and the MCA results for the wards in that constituency. The county returning officer declares the Governor, Senator and Woman Representative results. The presidential result is declared nationally by the chairperson of the IEBC once every constituency has reported.
Why does the presidential result take the longest?
Because it requires the most aggregation. A ward result needs only that ward's polling stations, while the presidential result cannot be completed until the last constituency in the country has delivered its forms. The order in which results arrive reflects how many stations have to be added together, not how important the office is.
What happens immediately after a result is declared?
The returning officer signs the relevant form and issues a certificate to the winner, and the petition clock starts. Election petitions other than presidential ones are filed within 28 days of the declaration. A presidential petition is filed at the Supreme Court within 7 days of declaration and determined within 14 days.
