Zoning: What It Means When Parties Share Out Seats

Zoning is a deal between allied parties that, for a given seat, only one of them fields a candidate and the rest back that person. The ticket usually goes to whichever party is stronger in the area. In September 2026 the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM) were negotiating zoning for 2027, and several seats had already become flashpoints. For an aspirant, a zoned-out seat means your own party will not give you a ticket.

What the UDA-ODM talks looked like in September 2026

The Star reported on 8 September 2026 that the Ruto-ODM pact faced a crisis over 2027 tickets. Under the proposal it described, Luo Nyanza would be fully zoned to ODM, most Coast seats would be joint-nominated and Rift Valley counties would be left to open competition.

ODM also wanted a 50-50 split. Its deputy leader, Simba Arati (Governor, Kisii), demanded "50-50 sharing of government" at a Kisumu meeting on 14 September, the Nation reported.

The Star named three flashpoints. In Mombasa, ODM's Abdulswamad Shariff Nassir (Governor, Mombasa) and UDA Secretary-General Hassan Omar both want the governor seat. In Nairobi, President Ruto endorsed Phelix Odiwuor (Lang'ata) for Senate. And in Kajiado, Joseph Ole Lenku (Governor, Kajiado) threatened to leave ODM.

On 1 September 2026 ODM and UDA both said a circulating document claiming to be a Coast seat-sharing deal was fake. No signed zoning agreement had been published by 23 September.

Zoning already in practice

Some parties had started zoning seat by seat without waiting for a full agreement. Senate Speaker Amason Kingi said on 27 August 2026 that UDA would not field a Kilifi governor candidate and would back ODM's Gideon Mung'aro (Governor, Kilifi). Former CS Aisha Jumwa (Malindi) left UDA after learning this and joined the Wiper Patriotic Front, saying she would still run for Kilifi governor.

Further north, Fred Matiang'i said on 9 September 2026 that the Jubilee Party's pact with Peter Munya's Party of National Unity (PNU) covered only the presidency and the Meru governor seat, People Daily reported.

Kilifi is the usual pattern. The aspirant who is zoned out changes party.

How zoning becomes binding

A zoning deal is only as strong as the coalition agreement behind it. Under the Political Parties Act a pre-election coalition agreement is deposited with the Registrar of Political Parties, and the Registrar's 2027 timetable puts coalition agreements in April and May 2027. Until something is deposited, nobody is bound by it. Our explainers on how coalition agreements work and what must be inside one set out the rules.

Even a signed agreement cannot stop a party member standing as an independent or for another party, provided they meet the deadlines.

If your seat is zoned out

You can accept it and bargain. Support the allied candidate in return for something concrete, such as a role in the campaign, a nomination slot or a future commitment, and get it in writing, knowing it is not enforceable.

Or you can move. Join a party that will field you, and do it before the Registrar certifies membership lists, which must happen by 23 March 2027. If you already hold an elected seat, read our explainer on what party-hopping costs first.

Running as an independent is the third route. You must not have been a member of a political party for the period the law requires, which in practice means leaving by about 8 May 2027. See the independent route.

Some aspirants simply wait. Zoning deals change, and while the coalition is unsigned you can keep your organisation alive quietly.

Mistakes zoned-out aspirants make

The expensive one is to keep spending as though the ticket is yours because someone senior said so in private. Ask your party, in writing, whether your seat is part of any zoning talks. And hold off attacking the ally who got the seat until you have decided what to do. You may need their voters later.

What to watch

A UDA-ODM pre-coalition agreement was expected after ODM's memorial tour for Raila Odinga, which ODM planned to end in Nairobi on 31 October 2026, the Nation reported in September. Any zoning map would be in or beside that agreement.

Frequently Asked Questions

What is zoning in Kenyan politics?

Zoning is an agreement between allied parties that only one of them fields a candidate for a particular seat, usually the party that is stronger in that area.

Are UDA and ODM zoning seats for 2027?

In September 2026 they were negotiating it. The Star reported a proposal to zone Luo Nyanza fully to ODM, share most Coast seats and leave Rift Valley counties open. No agreement had been made public by 23 September 2026.

What can an aspirant do if their seat is zoned to another party?

They can accept and bargain, move to another party before the Registrar certifies membership lists by 23 March 2027, or run as an independent after leaving their party by about 8 May 2027.
