The Deputy Governor Has One Constitutional Job and No Portfolio

You have never voted for a deputy governor. Nobody has.

A candidate for governor nominates a running mate before the election, and the pair are elected together on the governor ballot paper. One mark elects both. There is no separate deputy governor ballot, no separate campaign, and no separate mandate.

That single fact explains almost everything odd about the office.

The one thing the office exists for

Succession.

If the office of governor falls vacant, the deputy governor assumes it. That is the constitutional purpose of the seat: to make certain that a county executive never has a gap at the top, and that filling the gap does not require a fresh election.

It is a small-sounding function that has repeatedly turned out to be the most consequential one, because impeachments, resignations and deaths are not rare events across 47 counties over a five-year term.

Why no two deputy governors have the same job

Beyond succession, the Constitution assigns the office almost nothing.

A governor may assign the deputy a county executive committee portfolio, and many do. A deputy governor might therefore be running the finance department in one county and holding no department at all in the next one over.

That assignment is a gift, not an entitlement. It can be given, narrowed or withdrawn. A deputy governor with no portfolio has an office, a title, a salary and no departmental authority whatsoever, and there is nothing unconstitutional about that arrangement.

So when you hear that a deputy governor has been sidelined, the accurate description is usually that a discretionary assignment was withdrawn. It is a political event, not a legal one.

What a governor cannot do to a deputy

A governor cannot sack a deputy governor.

This is the part most voters find surprising, and it is the most important structural feature of the seat. Because the two were elected together, a deputy governor cannot be dismissed the way a county executive committee member can. Removal is by impeachment, on constitutional grounds, through the county assembly and the Senate.

A deputy governor stripped of every duty therefore remains in office, in the county, with a public platform, for the rest of the term. Counties where the relationship has broken down do not get a clean separation. They get a five-year cohabitation.

Which is precisely why the running-mate choice deserves more attention than it gets.

The comparison people reach for

The national equivalent is instructive up to a point.

A deputy president is chosen the same way, elected the same way and, in the same manner, cannot be dismissed at will. The dynamics of a national ticket are far better documented than county ones, and the pattern of an office whose power depends entirely on a relationship rather than on a mandate is the same at both levels.

The difference is scale and visibility. A county running mate is usually chosen to balance a subregion, a clan, a religion or a rival's supporters inside the county, and that calculation is made in a room by very few people, often late.

Why the ticket is worth reading before you mark it

Because you are electing a possible governor.

A voter marking the governor ballot in 2027 is choosing two people and accepting that the second one may finish the term. Anybody treating the running mate as decoration is skipping half of what that ballot decides.

What to do about it before 10 August 2027

Find out who the running mate is, on every ticket, as early as the names exist. County tickets get announced with much less coverage than national ones, and in many counties the running mate is announced quietly and never interviewed.

Then ask each running mate the questions you would ask a candidate for governor. What devolved function would they fix first. What have they run before, and what was the outcome. Whether they would be assigned a portfolio, and which one.

Ask that last question of the governor candidate too, in public if you can get the chance, and note whether the two answers match. A ticket that cannot describe the deputy's role before the election is unlikely to have agreed one after it.

Frequently Asked Questions

Do you vote for a deputy governor in Kenya?

Not separately. A candidate for governor nominates a running mate before the election and the two are elected together on the governor ballot paper. There is no deputy governor ballot, so one mark elects both people.

Can a governor sack a deputy governor?

No. Because the two are elected together, a deputy governor cannot be dismissed the way a county executive committee member can. Removal is by impeachment on constitutional grounds through the county assembly and the Senate, which means a deputy governor who loses the governor's confidence normally stays in office for the rest of the term.

What happens if a governor's office falls vacant?

The deputy governor assumes the office. That is the core constitutional purpose of the seat, and it is why the running-mate choice on the governor ballot deserves the same scrutiny as the candidate at the top of it.
