Form 36: The Ward Result Nobody Is in the Room For
Updated 2 October 2026.
Kenya has 1,450 wards and each of them elects one member of the county assembly. That is the largest number of separate contests on the ballot and the smallest amount of scrutiny per contest.
Form 36 is the series that records them.
What Form 36A records
The polling station's identity. The registered voters and the votes cast there. Each candidate for the ward seat, with the votes recorded against the name. The rejected ballots. The presiding officer's signature and date, and room for agents to sign or to have an objection noted.
Same structure as every other A form on the table that night, for the seat with the smallest electorate and often the tightest margin.
Where a ward's forms are actually added up
A ward is not a tallying centre, and this is the detail ward campaigns get wrong most often.
The Form 36A copies from the stations in a ward are compiled onto Form 36B at the constituency tallying centre that the ward sits inside, and the returning officer declares the member of the county assembly for that ward seat on Form 36B. Form 36C is the winner's certificate. So the paperwork for a ward contest is finished in a building that may be a long way from the ward itself, in a room simultaneously handling the parliamentary result and the constituency's share of the presidential one.
Which means a ward campaign needs people in two kinds of place: every polling stream in the ward, and the constituency tallying centre where its numbers are added up. Ward campaigns routinely staff the first and forget the second.

Why the smallest seat carries the largest paper risk
Three reasons, and they compound.
The margins are small. A ward is a fraction of a constituency. Results turn on a number of votes that a single station's arithmetic error can exceed.
The count is late. The ward ballot is rarely the first counted, and by the time it is reached the room has been working for many hours.
The agents are thinnest. Ward candidates run the least funded campaigns on the ballot. Paying, feeding and transporting an agent for every stream is a real cost against a real budget, and it is the first thing that gets cut.
None of that is a scandal. It is a resourcing pattern, and it produces the same outcome every cycle: the contest with the tightest margins is documented by the fewest independent copies.
The cheapest fix available to a ward candidate
Volunteers who are already yours.
An MCA campaign is fought in a geography small enough that the candidate personally knows people in most stations. Those people can be recruited, trained on one page of instructions and rostered months ahead. It costs organisation rather than money, which is the resource a ward campaign actually has.
Train them on four things and nothing else: check the heading names your station, keep your own tally through the count, do the addition before you sign, take the signed copy with you.
What the county assembly does with the result
The MCAs elected on those forms make the county's laws, approve its budget and oversee its executive. Ward development decisions that residents notice week to week run through that chamber.
So the least observed form on the table produces the legislature that decides the things people complain about most. That mismatch is worth saying out loud to volunteers, because it is the argument that recruits them.

What an agent costs a ward campaign, and what the gap costs
Worth doing the sum honestly, because the objection is a real one.
An agent has to travel, eat and stay in a room for a very long day. Multiply that by the streams in a ward and it is a genuine line in a small budget, which is why ward campaigns cut it first and why the cut feels rational at the time.
Set against that is a different cost. A ward decided by a handful of votes, with no independent copy of a single station form, leaves a candidate with no way to check the total and no evidence to take anywhere. The petition window for a non-presidential result is 28 days from the declaration, and it closes whether or not anybody collected anything.
The way out is not more money. It is volunteers who are already in the ward, recruited early, who need transport rather than a fee.
The Elections (General) Regulations made under the Elections Act prescribe the form and how it is completed. The copy the presiding officer signs and hands to your agent in the station is the authority you can actually use.
What to do before 10 August 2027
Get the list of polling streams in your ward. It is a short list. Write it out by hand if you have to.
Put a name against every line, and a second name against every line as a reserve, because people fall sick and buses do not come. Then run one training session with a blank form in everybody's hands. A ward campaign that does this has independent copies of every station's figures on the night. One that does not is relying on a document it never saw, in the contest where the margin is smallest.

Frequently Asked Questions
Which form records an MCA's result in Kenya?
The Form 36 series. Form 36A is completed at the polling station after the ward ballots are counted, the station forms for the ward are compiled onto Form 36B at the constituency tallying centre, where the returning officer declares the member of the county assembly for that ward. Form 36C is the certificate issued to the winner.
Where are ward results tallied in Kenya?
At the constituency tallying centre the ward sits inside, not in the ward itself. Each constituency contains several wards, and the officers there handle the parliamentary result and the constituency's presidential tally on the same night, which is why a ward campaign should have somebody in that building.
Why are ward results the least observed?
Ward campaigns are the least funded on the ballot, the ward count is rarely the first of the night, and paying for an agent in every stream is often the first cost cut. The contest with the tightest margins ends up with the fewest independent copies of its forms.
