Who Is Ann Nderitu? From Party Registrar to IEBC Commissioner
Ann Njeri Nderitu is one of the six commissioners of the Independent Electoral and Boundaries Commission (IEBC), sworn in on 11 July 2025 for a six-year term, and she chairs the committee that plans election operations for 10 August 2027. Before that she was Kenya's Registrar of Political Parties, first in an acting capacity from August 2018 and then substantively until July 2025. Before the Registrar's office she spent close to a decade on the IEBC's staff. Her name is also written "Anne" in some reports; her own office and the Registrar's website use "Ann".
She is no longer the Registrar. That job passed to John Cox Lorionokou, and any 2026 report calling her "Registrar" is out of date.
Her early career at the IEBC
Nderitu is a career public administrator. Profiles published when she joined the commission describe more than two decades in public administration and elections, including senior posts in the IEBC secretariat. One report from her 2020 vetting described her as a former head of electoral training at the IEBC; other profiles say she headed voter registration. BallotWinners could not settle which post came when.
She holds a Bachelor of Education (Arts) from Moi University and a Master's degree in linguistics from the University of Nairobi, and she has done the senior management and strategic leadership courses at the Kenya School of Government. Her professional profile styles her "Dr Ann Nderitu".
Registrar of Political Parties, 2018 to 2025
She was seconded from the IEBC to the Office of the Registrar of Political Parties (ORPP) to succeed Lucy Ndung'u, and began acting as Registrar on 10 August 2018. Uhuru Kenyatta, then President, later nominated her for the job, and the National Assembly approved her in September 2020.
The Registrar keeps the register of parties and their members, certifies party rules and records coalition agreements. Nderitu's office did all of that through the run-up to the 2022 election. Some of what crossed her desk:
- In August 2021 her office announced that the National Super Alliance (NASA), the 2017 opposition coalition, had been formally dissolved.
- In April 2022 she gave notice that Azimio la Umoja One-Kenya had been registered as a coalition political party, with 23 member parties. The ORPP described it as the first coalition party registered under the amended law.
- The same year, Kenya Kwanza's member parties signed their coalition agreement and deposited it with her office.
The ORPP credits her with digitising party membership records and with simplifying how parties register. How that registration process works is covered in provisional first, full later.
Her eight-year tenure, as the ORPP counts it from her secondment, ended in July 2025.
The move to the IEBC
A selection panel chaired by Nelson Makanda interviewed candidates for the IEBC between 27 March and 25 April 2025. On 8 May 2025 President William Ruto nominated Erastus Ethekon as chairperson and six commissioners: Ann Njeri Nderitu, Moses Alutalala Mukhwana, Mary Karen Sorobit, Hassan Noor Hassan, Francis Odhiambo Aduol and Fahima Araphat Abdallah. After Parliament vetted them and the High Court dismissed a petition against the process, Chief Justice Martha Koome presided over their swearing-in at the Supreme Court on 11 July 2025.
Profiles at the time noted that she was the first former IEBC staff member to return to the commission as a commissioner. The full list of what the commission is responsible for is in everything the IEBC is responsible for.
What she does now
Nderitu chairs the commission's election operations committee, which oversees the planning and running of electoral operations, including voter registration.
On 23 August 2026 she told Citizen TV that a university degree was no longer required to run for president, governor or MP in 2027, because the courts had struck down the requirement in the Elections Act. "As we start now, there is no requirement for a degree for anybody. That's the situation we are in," she said. Her words went wider than the judgments. Section 22(2) of the Elections Act still requires a degree of the President, the Deputy President and a deputy governor. The history of that rule is in which Kenyan seats require a degree.
On 14 September she represented the IEBC at the National Cohesion and Integration Commission's two-day peace conference in Nairobi, where party leaders signed a communique against election violence.
Her old office is still in the news. On 8 September 2026 her successor, Lorionokou, refused to approve the renaming of the United Democratic Party to "Ukombozi People's Party", explained in why the Ukombozi name mattered.
Why her background matters for 2027
Her career has run on both sides of the parties' paperwork. As Registrar she handled the membership lists and party rules that decide who can stand in a primary; as a commissioner she sits on the body that accepts or rejects the nominations those primaries produce. The Registrar's deadlines this cycle, including party nomination rules due by 30 October 2026 and membership lists in March 2027, feed directly into the IEBC's own timetable.
The commission she sits on has a crowded few months ahead: a technology tender it must re-advertise, a ballot paper tender in court and a Sh23.7 billion funding gap, set out in the IEBC technology tender must be re-advertised.
