Who Is James Orengo? Siaya's Governor and 2027 Presidential Hopeful

James Orengo (Governor, Siaya) is a declared candidate for president in 2027. He announced the bid at a burial in Homa Bay on 28 August 2026. A lawyer, and one of the best-known figures of Kenya's fight for multiparty politics, he has sat in both houses of Parliament and in the Cabinet. As of 23 September 2026 he stood with the Linda Mwananchi movement, outside the ODM leadership's partnership with President William Ruto.

Early career

According to Wikipedia, Orengo was born on 22 February 1951 in Kasipul Kabondo, in what is today Homa Bay County. He went to Alliance High School and studied law at the University of Nairobi, where he led the students' union.

Ugenya elected him MP in 1980, when he was 29. Later that decade he was detained and went into exile. He was one of the "Young Turks" who pushed for the return of multiparty politics and helped build FORD, and in 2002 he ran for president on the Social Democratic Party ticket, taking 0.4 per cent.

Minister, senator, governor

• 2007 to 2013: MP for Ugenya on the Orange Democratic Movement (ODM) ticket, and Minister for Lands in the Grand Coalition government from 2008.
• 2013 to 2022: Senator for Siaya; Senate Minority Leader from 2018.
• 2022: elected Governor of Siaya with 220,349 votes, against 147,558 for Nicholas Gumbo (Rarieda) of the United Democratic Movement, Citizen Digital reported.

As governor he has had a public split with his deputy, William Oduol. The county assembly impeached Oduol in June 2023 and the Senate kept him in office that August. It happens often; see the deputy governor's one job.

The break with ODM's line

After Raila Odinga's death on 15 October 2025, ODM under Oburu Oginga (Senator, Siaya) moved towards a 2027 arrangement with Ruto's United Democratic Alliance (UDA). Orengo did not go along. He joined the Linda Mwananchi movement fronted by Edwin Sifuna (Senator, Nairobi), whom ODM removed as Secretary-General in February 2026.

Linda Mwananchi delegates from Homa Bay and Migori endorsed Orengo before he made his own declaration on 28 August 2026, The Standard reported. Twelve days earlier, on 16 August, he had been on the movement's Homa Bay tour when it was hit by roadblocks and attacks in which, Citizen Digital reported, a police officer was killed. Then, People Daily reported on 6 September, he told a broadcast interviewer that the opposition should not name its flag-bearer early. He cited the late-breaking "Kibaki Tosha" declaration of 2002.

At the Linda Mwananchi rally at Jacaranda Grounds in Nairobi on 13 September 2026, Orengo and Sifuna pledged to hold talks to produce one Linda Mwananchi presidential candidate, Citizen Digital reported. On 21 September he was at Kalonzo Musyoka's announcement that the coalition formerly known as Azimio la Umoja had renamed itself The Ukombozi Alliance.

Ruto answered him directly. In Siaya on 15 September 2026, during his Nyanza tour, Ruto attacked both Orengo and Uhuru Kenyatta, the retired President, over 2027 politics, The Star reported. He called opposition leaders "useless" and announced Sh550 million for a Siaya hospital. Three days before that, on 12 September, the Nation had reported that the government counted more than Sh220 billion of projects under way in Kisumu, Siaya, Homa Bay and Migori. The Siaya seat

Orengo is in his first term as governor and could legally seek a second. Because he has declared for president, rivals treat the seat as open. On 15 September 2026 Capital FM reported three declared candidates: David Ochieng (Ugenya), former MP Nicholas Gumbo and Deputy Governor Oduol. All three said they back the broad-based government.

No Linda Mwananchi candidate for Siaya had been named by 23 September 2026. Orengo's next hurdle is party membership. A presidential candidate needs a registered party to nominate him, and the movement had not settled on one. The rules are in the 15 and 30 October party deadlines.
